The fifth Ballynafeigh PACT (Partners and
Communities Together) meeting was held in Cooke Centenary Church
Hall on Tuesday (September 15).
Alleygating was a big issue raised last month, with residents
expressing interest in getting alleygates introduced to their
area.
Gavin Bell from Belfast City Council (BCC) Community Safety Unit
gave a presentation on its alleygating scheme. Mr Bell said that
while they found from a pilot scheme that the alleygates led to
a reduction in crime, a drop in misuse of alcohol and less dog
fouling in the alleys, residents should be aware that alleygates
may not solve all the problems they are experiencing.
Mr Bell said BCC currently does not have funding for the
alleygates. He added, however, that if groups want to raise the
money for the gates (such as through fundraising) themselves,
the council can provide maintenance and insurance for them. The
average cost of an alleygate used by BCC is £4,000 per-gate.
On the second priority point, a representative from Road
Policing at the Department for Regional Development (DRD) took
questions from residents in relation to traffic and parking
issues in the area. A number of locations which residents
believe to be dangerous and have potential for accidents were
relayed to the representative, who said he will report back to
DRD with them and provide feedback for the next PACT meeting.
The third priority point — begging on the Ormeau Road — was
addressed by Sergeant Graham Ellis. He emphasised that police
need statements from members of the public about people they
perceive to be begging for a successful prosecution, and that at
the moment there seems to be little coming from the community
and that this is a problem.
Priority points for the next PACT meeting, to take place on
Tuesday, November 3, include aircraft noise in the area;
interaction with the vulnerable (such as the elderly and
disabled) by the Neighbourhood Policing Team; and the provision
of a playpark for young children in the Annadale area. |
